God loves a cheerful giver
I feel that this scripture has been miss used alot in the church. I've heard so many ministers use it as a way to get people to give during the tithe and offering. Taken from 2 Corinthians 9:7, it's supposed to encourage people to give from the heart and because they want to, not because they feel they have to.
When Paul (they guy who wrote Corinthians) says that God loves a cheerful giver he means that God wants you to be happy when you give. If your going to give through force or grudgingly then you might as well not give because its not with a cheerful heart.
What you give should be what you have decided based on what you have been blessed with or what you feel God has laid on your heart to give whether to the church or to a particular person. You shouldn't give a certain amount just because its what others give or because its what the mninister has told you to give.
All Gods promises are made to us because we are His children, as long as we follow His word those promise will be fulfilled. Giving is just a way to say thank you for blessing me, because you have done this I will give this to you or for your purposes.
Using scriptures like this wrongly is the kind of thing that is leading people to think that churches are just after our money, when they're not (or shouldn't).

I Stumbled on this when I was doing some research on tithing. How have you seen this verse used incorrectly? You said how it should be taken, but how has it been taken wrongly?
Many people do indeed use this scripture incorrectly. In fact, you have used this scripture incorrectly. Giving is different than tithing. Giving, to me, is beyond our tithes, which are required no by the church but by God.
New International Version (©1984)
"Will a man rob God? Yet you rob me. "But you ask, 'How do we rob you?' "In tithes and offerings.
Thus, I would interpret the scripture to say, however you give to God beyond your tithe (your tenth) THAT, you should do with a cheerful heart, or don't give it at all. However, whatever you give less than a tenth, is robbing God. The particular church makes no difference whatsoever.
Why? Because God wants your heart. New International Version (©1984)
For where your treasure is, there your heart will be also.
